Schemes by Alfred Hugenberg, the architect Otto Kohtz and others, for the administrative and architectural reshaping of German cities. Hugenberg was a leading German media proprietor; as leader of the national conservative party DNVP (Deutschnationale Volkspartei) he was instrumental in helping Adolf Hitler to power and served in his first cabinet in 1933. In 1949 a Denazification court adjudged him a 'fellow traveller' rather than a Nazi offender.
