Regeringskommisjonen var den midlertidige regjeringen i Norge 1807-10 som ble opprettet da forbindelsen mellom Danmark-Norge ble brutt pga Napoleonskrigene. Budstikken var i utgangspunktet deres offisielle meddelelsesblad og skulle motvirke rykter og opposisjonelle meninger. De første 55 nummer ble redigert av justitiarius i Akershus stiftoverett Enevold de Falsen. Etter hans død i 1808 ble Budstikken redigert av Ludvig Stoud Platou, overlærer ved Christiania Katedralskole. Stoud Platou var med på å stifte Selskabet for Norges Vel i 1809 og Budstikken kom til å fungere som selskapets offisielle organ da regjeringskommisjonen ble nedlagt i 1810. B.N, s. 57.
